Operation Safe Stop
Transportation Supervisors met with the Putnam County Traffic Safety Board to discuss how we can work together as a team to effective reduce the incidences of illegal passing of school busses.
Our Goal: STOP Red Light Offenders!
In this meeting, we outlined EDUCATION and AWARENESS to be the primary components for a successful program.
The Brewster Schools Transportation Department regularly observes and regulates the driver’s proper stopping procedure to be within compliance of the law.(15 NYCRR 6.8 c)
Our school bus passengers are reminded daily on how to enter and exit the school bus safely and to follow the safe crossing procedures.(8 NYCRR 153.3 d4)
Here are some ways we can work together to help promote safety and enhance awareness of the law and the dangers of illegally passing a school bus.
- Be at the bus stop 5 minutes early and limit your conversation with the driver. A bus stopped for a prolonged period will confuse the motorist and they will be tempted to pass.
- Contact your transportation department with all questions and concerns.
- Review the “Safe Crossing Procedure”(below) and the 6 life-saving tips(below) in the classroom and at home.
- Remind your Student to always pay attention to the driver when getting on and off the school bus.
- Share with your friends and family that it is illegal to pass a stopped school bus when the red lights are flashing. This includes times when students are boarding/deboarding on school property.
- Remember, illegally passing a stopped school bus can cost you a citation, fines, points on your license, and unforgivable student injury.
- If you witness a motorist illegally pass a school bus immediately report the license plate to your local law enforcement agency.
- Report to the Transportation Department specific locations where you have repeatedly witnessed these RED LIGHT offenders.
We plan to work closely with our drivers, the Putnam County Traffic Safety Board, the Sheriff’s Department, and the State police to reduce these red-light offenders and enhance the safety of the students in our community.

Parent and Student Safety Tips
School bus transportation plays a critical role in the education of our school’s students, and is the direct link between a neighborhood and the classroom. Nationally, more than 25 million children ride the yellow bus every school day, and National School Bus Safety Week serves as a reminder for students, parents, teachers, and the community to keep school bus safety in the forefront. Here are tips to keep our children safe at the bus stop.
Getting Ready for School
- Have your children put everything they carry in a backpack or school bag so that they won’t drop things along the way.
- Encourage them to wear bright, contrasting colors so they will be more easily seen by drivers.
- Make sure children leave home on time so they can arrive at the bus stop before it is due, ideally at least five minutes early. Running after or in front of a bus is dangerous.
Walking to the Bus Stop
- Walk young children to the bus stop or encourage children to walk in groups. There is safety in numbers.
- Practice good pedestrian behavior: walk on the sidewalk, and if there is no sidewalk stay out of the street. If you must walk in the street, walk single file, face traffic and stay as close to the edge of the road as you can.
- Stop and look left, right and then left again if you must cross the street. Do the same thing at drive -ways and alleys. Exaggerate your head turns and narrate your actions so your child knows you are looking left, right and left.
At the Bus Stop
- Have children wait in a location where the driver can see them while driving down the street. Avoid waiting in a house or car. This creates unnecessary delays and causes other motorist to think there are no students boarding the bus - a serious risk.
- Do not let children play in the street. Playing with balls or other toys that could roll into the street is dangerous.
Getting On and Off the Bus
- Advise and warn children that if they drop something getting on and off the bus, they should never bend over to pick it up and “fall” from driver’s vision. Instead, they should tell the driver and follow the driver’s instructions.
- Remind children to look to the right before they step off the bus. Some drivers have illegally passed stopped school buses on the right.
- If you meet your child at the bus stop after school, wait on the side where the child will be dropped off, not across the street. Children can be so excited to see you after school that they dash across the street and forget the safety rules.
Mobile Devices
Cell phones and other electronic devices are permitted on the school bus as long as:
- They are in backpacks or other holders, keeping hands free to use handrails while boarding and departing the bus;
- Headphones, earbuds or similar devices should never be used when boarding or departing the bus;
- Content does not violate the law or school district policy and procedures;
- Use does not create a distraction for the driver.

Student Crossing Procedures
Step One:
Crossers always get off first.
Step Two:
The driver will tell you to: "Wait until I cross you!"
Step Three:
- Hold on to the handrail
- Check before you step off the bus
- Make sure to look both ways
Step Four:
- Walk 10 steps in front of the bus
- Look at your driver
- Do not cross until the driver signals you
- If you see the driver, the driver sees you!
Step Five:
- Cross to the end of the bus
- Look left, right and left again before you continue on.
Step Six:
The horn means danger. If your driver honks the horn, return to where you started from.
Bus Driver Applications
Applications for bus drivers and substitute bus drivers are accepted throughout the year, including the summer. If you are interested in becoming a bus driver, or a substitute bus driver, you must submit your application with a copy of your valid class B with a Passenger and school endorsement driver’s license or permit. You can mail or drop off your application to the Transportation Office located next to the District Office: 40 Farm to Market Road. You may also contact the transportation office at 279-4700 if you have specific questions regarding the requirements for these positions.

Parent Permission Slips:
Policy 5710: Parents and guardians of students enrolled in grades 1 through 5 shall be responsible to submit permission forms to the Transportation Department that indicate their preference for the release of their child at the bus stop. In the appropriate form parents will indicate if their student can be released at the bus stop without being met, or provide a list of authorized individuals to meet them. In the event a form is not submitted, the student will be returned to the school and will be required to be picked up by a parent/guardian or other authorized adult. This practice will continue until the form is received by the Transportation Department.
If parents/guardians submitted the aforementioned form in the previous school year, it will remain in effect unless a new form with alternate instructions is received by the Transportation Department.

Política 5710: Los padres y tutores de estudiantes matriculados en los grados 1.º a 5.º serán responsables de presentar los formularios de permiso al Departamento de Transporte indicando su preferencia para que su hijo/a sea recogido/a en la parada de autobús. No-Fault Notice to Parents
School Bus Incidents and Accidents
Parents if your son or daughter received medical attention and/or treatment because of a recent school bus incident or accident, you need to protect your rights under the New York no-fault law.
[Regulation 68].
First, you must file a claim through your Family Auto Policy, if any, and not with the school district or any school bus transportation contractor hired by the district. For information on the law, see below;
The no-fault law only allows you to present your claim to your auto carrier for a limited period, currently 30-days from the date of the accident. It is important to protect your rights and you may want to notify your insurance company or agent in writing as soon as possible that a claim may be forthcoming. If no parent or guardian of the student living in your household has an automobile insurance policy, you should notify the District’s Superintendent of Schools immediately.
File your insurance company notice immediately even if you have not received a bill from a medical provider such as an ambulance company, hospital or doctor. If you have additional questions regarding this notice, please call your family insurance agent or company.
NOTE: Regulation 68 the New York Comprehensive Reparations Act [a/k/a the No Fault Law] provides that benefits to an injured person are payable by the vehicle involved EXCEPT AS FOLLOWS:
§65.12[d] any person in New York State while occupying an insured motor vehicle which is a bus or school bus, as defined in §104 and §142 of the New York Vehicle and Traffic Law, but only if such person is a named insured or relative under any other policy providing the coverage required by the New York comprehensive Reparations Act; however, this exclusion does not apply to the operator, or owner, or an employee of such bus or school bus; Coverage for any child injured while a passenger in or on a bus or school bus, is found under the parent or guardian's automobile policy. This applies to any individual while a passenger on a bus or school bus unless they are not specifically covered (e.g., employees of the bus’s owner… such as the bus driver).
Policy 5710 Student Transportation
Student Transportation
The Board of Education affirms its goal of providing a safe and economical transportation system for district students. Transportation shall be provided at district expense to those students who are eligible as authorized by the Board.
The major objectives in the management of the student transportation program shall include the following to provide efficient, effective and safe service;
- to ensure that all students whose disability or distance from school requires them to receive necessary transportation do, in fact, receive it;
- to adapt the system to the demands of the instructional program;
- to maintain transportation vehicles in the best possible condition;
- to review at least once a year school bus schedules and routing plans to ensure that maximum efficiency and safety are maintained; and
- to review at least once a year the eligibility for transportation of students residing in the district, to ensure that all entitled to the services receive them.
The Superintendent of Schools shall be responsible for administering the transportation program. The program shall comply with all applicable laws, regulations and policies established by federal, state and local authorities.
School Bus Scheduling and Routing
The District Transportation Supervisor shall establish bus routes. Authorized bus stops shall be located at reasonable intervals in places where students may embark and disembark the buses, cross highways, and await the arrival of buses in the utmost safety allowed by road conditions.
The District may either mail schedules directly to parents or request that parents pick up schedules at the school. Should the District decide to post school bus schedules online, access to the schedules will be password protected.
Changes in Regular Bus Stops
Resident students attending district schools may be provided transportation to alternate sites after school, such as childcare or employment. The district will try to accommodate emergencies. Transportation to birthday parties, Boy or Girl Scout meetings, music/dance lessons, medical appointments, etc. will not be provided.
Students desiring transportation to an after-school job must complete the required forms, have them signed by a parent/guardian, submitted for the Building Principal's approval, and sent to the Transportation Office. These requests will be granted if there is room on the bus, if the stop is on an existing bus route, and it is at no extra cost to the district. Students will use existing bus stops unless approval for a new bus stop has been approved by the Transportation Supervisor.

Route Assignments
Bus route information is available through the Parent Portal of Infinite Campus, our student data management system. This process safeguards student information, provides estimated real-time updates in Home-to-School and School-to-Home routes, increases operational efficiency, and eliminates costly paper mailings.
If you have not received your initial login credentials, please contact the main office of the school your child attends. The main office numbers have been provided below:

We recognize that parents/guardians of incoming Kindergarten students may not be familiar with the Parent Portal, so we will communicate through a traditional mailing in addition to making bus route information available through the Parent Portal.
For security purposes, paper copies and requests for bus route information can only be obtained by emailing the transportation office at transportation@brewsterschools.org. Requests for alternate transportation forms and other transportation related forms can be found on our web page.
Please understand that actual pick-up and drop-off times tend to lag behind the scheduled times during the first few weeks of school. We kindly ask that you arrive early and be prepared and patient if buses are late. As students will become more familiar with the arrival and dismissal routines, actual pick-up and drop-off times will begin to normalize with scheduled times. We appreciate your patience during this process.
Unplanned Early Dismissals
Our School Health & Emergency Preparedness Committee (SHEP), in conjunction with the Putnam County Bureau of Emergency Services and the Putnam County Sheriff’s Department, has developed a protocol for dismissing students when an unplanned event requires the school to dismiss early.
Unplanned Early Dismissals may be caused by inclement weather, lack of heat/water/electricity, or any other emergency situation. Your child will have the same dismissal plan for all of these situations and all students will be dismissed by bus, unless otherwise specified. Please note that this does not apply to scheduled early dismissals, such as those specified in the school calendar (ie: parent/teacher conference, professional development days, etc.).
- Bus passes will not be honored in the event of an Unplanned Early Dismissal.
- All after-school programs operating in the affected building will be cancelled in the event of an Unplanned Early
Dismissal. - The After-School Care Program operating at J.F.K. will not be available in the event of an Unplanned Early
Dismissal affecting J.F.K..- C.V. Starr students will not be permitted to wait for the After-School Care Program to begin at J.F.K. in
the event of an Unplanned Early Dismissal affecting C.V. Starr.
- C.V. Starr students will not be permitted to wait for the After-School Care Program to begin at J.F.K. in
- There will be no parent pick-up in the event of an Unplanned Early Dismissal, except in the event of a dismissal
due to impending inclement weather.
These prohibitions are necessary in order to allow the District staff and/or First Responders to respond effectively to the unplanned situation.
The default protocol for an Unplanned Early Dismissal will be to transport children to their home bus stop . If yourequire an alternate location, you must complete an Alternate Transportation Form and submit it to the Transportation Department, located at 40 Farm To Market Road, Brewster, NY 10509. The Unplanned Early Dismissal location must be the same for your child, regardless of the day of the week.
Please discuss your plan with your child and review it with him/her often so your family is informed and prepared in the event of an Unplanned Early Dismissal. In certain cases, students may not be able to retrieve personal belongings (ie: house keys, jackets, cell phones, book bags, etc.) during an Unplanned Early Dismissal. Please develop contingency plans with your child to mitigate the impact of this possibility.
As always, our first priority in an emergency situation is to protect our students from harm, and we believe this protocol assists us in accomplishing that. We appreciate your cooperation in advance and hope these situations are few and far between.
